Note that, according to this reference:
Commencing September 16 th, 2005 , any regulated material found to be in non-compliance with the import requirements specified in D-98-08 may be ordered removed from Canada . All costs associated in dealing with non-compliant shipments are the responsibility of the importer or the person in care and control of the importation (including port or berthing facilities receiving untreated dunnage).
